Commenting on the publication of the Accelerating Infrastructure Action Plan, Stephen Garvey, CEO of Glenveagh, said:
“The importance of today’s action plan cannot be overstated. It should be viewed as a turning point in reigniting our commitment to building the progressive and modern country that is not only essential for increased homebuilding, but also the future health of our economy and Ireland’s competitiveness. It rightly recognises the necessity for an emergency response to address the existing status quo and make up for the significant time lost in delivering urgently needed infrastructure for Ireland. This emphasis on action, timelines and accountability is particularly welcome. Full and swift implementation of the actions is crucial to avoid any further delays in delivering the critical infrastructure that is so badly needed.
The mandate is clear – better roads, better public transport, better energy, better social facilities, and of course, more homes. And the ultimate stakeholder – the people of Ireland – want progress. A recent poll, conducted by Red C on our behalf, found that 71% of respondents believe the current planning process for critical infrastructure requires urgent reform, and 76% support fast-tracking such infrastructure through the system. There is growing recognition that our critical infrastructure network is not fit for purpose.
The plan published today provides for a more practical system, with appropriate structures in place for consultation and feedback, a more efficient regulatory framework, and a balanced legislative planning environment that reflects the common good within the context of a growing Ireland. The intention to examine how the costs associated with judicial reviews should work is also welcome, and in line with public sentiment. Our research shows that 70% of respondents believe there should be a limit on the number of objections an individual can make, and a further 70% are in favour of costs applying to all parties, not just some.
Today’s plan builds on a series of important Government measures introduced over the course of this year. Delivering workable solutions to Ireland’s housing challenges is possible and today is a significant step in the right direction. The stalling of progress must end now with this action plan, so we can all play our part in delivering the progress that is so badly needed in communities across Ireland.”
