Commenting on measures announced in Budget 2027, Stephen Garvey, CEO, Glenveagh commented:
“The Help to Buy scheme has been an important measure in supporting home ownership. The increase in the grant to €35,000, while the existing price caps remain in place, will support in making home ownership a possibility for more people, which in turn creates an opportunity for homebuilders to deliver more homes.
More broadly, today’s Budget reaffirmed the Government’s commitment to the policy framework it has put in place to address Ireland's housing challenges. That consistency matters enormously. As we set out in our recent Homebuilding Horizons report, the policy foundations are now largely in place. Substantive progress has been made in the last year on the policy environment, from the measures announced in last year’s Budget to the updated Delivering Homes, Building Communities 2025 - 2030 plan and the critical work of the Accelerating Infrastructure Action Plan.
Ireland is currently building homes at the fastest rate in the EU* and this momentum needs to be maintained. With today’s announcement, these foundations are maintained and built upon, which is encouraging.
The challenge now is not to design new measures, but to implement the existing ones with discipline, at pace, and consistently at both a national and local level. What homebuilders, investors, and communities need above all else is the certainty and confidence that the measures being supported today will still be in place in two, three and five years' time. This Budget provides that assurance, and we welcome it.
We also welcome the Government's commitment to the funding required to deliver on the National Development Plan and the Housing Infrastructure Investment Fund. Infrastructure, including water, roads and utilities, is one of the biggest constraints on housing delivery. Every euro invested in activation infrastructure is a multiplier for housing output. Sustained investment in this regard is the foundation on which new homes get built."
